I'm trying to connect my router exede to the "Arlo" station but it doesn't not receive internet using an Ethernet cable. I want to know if the router is blocking the signal because its different than say connected to a television or xbox?

It should connect to any device that is capable of communicating via Ethernet, ir irelessly if so capable.

Is it possible the configuration of the router doesn't match with the arlo station?

The ViaSat router is not dual band and is set up to broadcast only on 2.4 GHz. Is Arlo perhaps trying to connect on 5 GHz?
Does Arlo device recognize that network is available and prompt you for password?

Arlo's documentation suggests that ports 80 and 443 on your router must be open/forwarded - sorry can't be of much assistance on how to specifically do that with the Viasat modem/router combo devices - suggests the Arlo base might have a small embedded web server in it since that's what those ports are typically used for (web server hosting) - it appears to all be driven from the cloud requiring one of their subscription levels - beware data usage if you get it working.
FWIW, a ShieldsUp, https://www.grc.com/shieldsup, common port scan should tell you if they're open.
