With the school system and requirements i can see where it really has become a necessity for children's education.

You should check with your county social services and see if they have a program to provide assistance.

I wouldn't necessarily call around $80/mo (with lease and other taxes and fees) affordable, fixed income or not.  But, since it's greatly desired to have some form of internet, it's something that just has to be factored into a budget.
