When the data-usage cap is reached, does the additional data the account uses get deducted at the beginning of the next cycle, or does the account begin with a clean slate?

If you are on Exede, when your month starts over, you will start with a clean slate, 0 GB.  Data you use after you hit the cap is not counted or charged to you.

Yes in like Verizon that charges you $15 for a gig automatically when you go over Exede does not and any data used above and beyond your cap does not count toward next month. I don't know of any carrier that does that.
