What exactly constitutes data usage? I have 22 days left in my billing cycle and I've supposedly used 5.5G already? I don't download/upload/game/stream/etc. I VPN into my work network and remote desktop to my computer there. Would that be considered "down/up loads"??

Dawn - Yes, satellite has a a fairly limited capacity per user compared to cable/fiber.  Unfortunately, the user has to closely monitor consumption to stay within limits.  It's the price we pay for living in the boonies. :-)
