Billing issues

I was out of the country for several months and service was discontinued. Upon returning I was forced to pay almost $700 to get service restored and was told that I had to have a new account and that the $700 would be refunded back to my debit card. The agent that took care of this entered the wrong email address and I never got a bill and service was now suspended. It's been over a month and still no refund which was supposed to take 7-10 days. I am really upset after talking to customer service who now says my refund will be sometime around July 12 even though it was issued on June 16.

really your best bet is to email viasatlistens@viasat.com.     it's still not a great option but that way you'll at least be talking to an actual Viasat employee and not their customer service sub-contractor.
