Bad connection for 5 days in end of Sept, got notice for one day from excede but not others and still billed for them not happy!!!

From Sept. 28th - Oct. 2nd bad or no connection did all resets and nothing, called help line on hold for over hour and never got help, and still billed for full charge whats up?
